Brazil’s government published last week a schedule aimed at regulating sports betting websites for 2025 and 2026. According to the ordinance, made by the Secretariat of Prizes and Betting of the Ministry of Finance, the regulation focuses on three main pillars: promoting responsible gambling, aimed at bettors struggling with addiction; creating a balanced regulatory environment, with good compliance practices; and strengthening oversight by the Ministry of Finance.
First initiatives
The first initiatives, which the government expects to complete by June, include the development and implementation of a platform – with rules for data consultation and sharing – for self-excluded bettors or those prohibited from gambling. In addition, the Ministry plans to define the parameters for creating a distinctive seal that informs the bettor whether the environment they are in is operated by a safe agent approved by the federal government.
In July, measures such as the modernization of procedures related to the commercial promotion of games and the regulation of the entire economic chain associated with betting operators, such as online game providers, aggregators, and other service providers, are expected to be implemented.
Next steps
By the end of 2025, the government plans to establish a National Betting System, coordinated with states and municipalities, to “promote best practices and minimum national standards for responsible gambling, technical requirements for systems and games, and efforts to combat money laundering.”
The timeline also includes the development of an initiative aimed at customer service channels to “help preserve the mental health” of bettors and to mitigate “harm associated with the activity”, such as addiction and bankruptcy.
Regulation in Brazil
The regulation of the sports betting market in Brazil came into effect on January 1st of 2025. According to the ANJL (National Association of Games and Lotteries), the regulated online betting market in Brazil is expected to have an economic impact this year, generating approximately R$ 20 billion in taxes and fees. This estimated amount includes federal grants and a 12% fee on GGR (Gross Gaming Revenue), a metric that calculates gross revenue from different betting models, as well as the regular taxes applied to the services sector.
The total tax burden will be 36%, which establishes Brazil as one of the largest betting markets in Latin America, with the potential to rank among the four largest in the world. The ANJL also forecasts the creation of 60 thousand direct and indirect jobs with the regulation of the betting sector, which will boost areas such as information technology, advertising, media, law, and compliance.
Law No. 14,790 of 2023, which regulates the sector, stipulates that part of the revenue will be allocated to the Ministry of Health for initiatives aimed at the prevention and treatment of gambling addiction.
